摘要
在人口老龄化和普惠金融发展的双重背景下,推进老年支付服务的普惠进程具有重要现实意义。我国积极推进老年支付服务线下线上改革和产品创新,取得了初步成效,但仍然面临线上支付、支付安全和支付隐私等诸多难点。本文借鉴国外经验,从优化适老化顶层设计、推进“需求-供给”老年支付普惠进程、完善老年金融服务体系、推进金融科技应用和服务创新以及强化老年支付服务监督和管理五个方面提出启示和建议。
In the dual context of population ageing and financial inclusion,it is of great practical significance to advance the inclusive process of payment services for the elderly.The development of the elderly payment inclusion is an inevitable choice to adapt to the situation at home and abroad.China has actively promoted the reform of online and offline payment services and product innovation for the elderly,and achieved initial results,but it still faces many difficulties such as online payment,payment security and payment privacy.By learning from foreign experience,some enlightenments and suggestions are put forward from five aspects:optimizing the top-level design for aging,promoting the‘Demand-supply’payment process for the elderly,perfecting the financial service system for the elderly,promoting the application of financial technology and service innovation,and strengthening the supervision and management of the payment service for the elderly.
