摘要
立足绩效评价的视角,构建由3个一级指标10个二级指标组成的宁夏农机购置补贴政策实施绩效评价指标体系,采用综合评分法和模糊聚类分析法对宁夏22个县(市、区)的实施绩效进行综合评价,并划分为五类区域。结果表明,2015—2019年,五类区域绩效水平均呈上升态势且区域间绩效水平差异呈缩小态势,绩效水平与区域经济社会发展紧密相关,五类区域农机购置补贴资金的使用效率稳步提升。在综合分析实施绩效地区差异的基础上,提出持续改善农机作业基础条件、积极发展农机社会化服务和大力推广先进适用农机装备三大发展对策,为其他地区农机购置补贴政策实施绩效研究提供参考依据。
From the perspective of performance evaluation, this study constructed the agricultural machinery purchase subsidy policy in Ningxia consisting of 3 first-level indicators and 10 second-level indicators. The performance evaluation index system of subsidy policy implementation is adopted to comprehensively evaluate the implementation performance of 22 counties(cities and districts) in Ningxia by using a comprehensive scoring method and fuzzy clustering analysis method. It is divided into 5 categories. The results show that from 2015 to 2019, the five types of regional performance levels are on the rise, and the difference in performance levels between regions is shrinking. The performance level is closely related to the regional economic and social development, and the efficiency of the use of agricultural machinery purchase subsidy funds in the five types of regions has been improved. On the basis of a comprehensive analysis of regional differences in implementation performance, three development countermeasures were put forward: continuously improving the basic conditions of agricultural machinery operation, actively developing the socialized service of agricultural machinery, and vigorously promoting the advanced and applicable agricultural machinery and equipment. This article can provide a reference for the research on the implementation performance of agricultural machinery purchase subsidy policies in other regions.
