摘要
推进数字政府建设是国家治理体系与治理能力现代化的重要内容,平等理论与公平理论为其提供了理论模型,在此基础上对“数字用户”进行比较分类,以CHARLS、CLASS及CNNIC统计报告为分析基础,探究“数字贫困户”内外部属性与数字政府服务使用情况相关关系,数据显示:目前我国数字政府建设已达到机会平等而未实现结果公平,已达到接入平等而未实现使用平等,且推进数字政府建设仍面临数字鸿沟、路径单一等藩篱。因此,推进数字政府双轨制需要从以下三方面着手:分割细化政府数字化服务使用人群,将“数字用户”分为数字贫民、数字富民与普通数字使用者三类;基于传统政府、社会与市场的数字政府推进策略,建构数字政府双轨制“一体两翼”理论模型;政府应向数字贫民提供可供选择的基本公共数字服务。
Promoting digital government is an important part of the modernization of national governance system and governance capacity.Based on the statistical reports of CHARLES,CLASS and CNNIC,this paper introduces the equality theory and justice theory model,compares and classifies the″digital users″,and explores the relationship between the internal and external attributes of″digital poor households″and the use of digital government services.The data show that,at present,the construction of digital government in China has reached the goal of equality of opportunity but notthe goal of equal result,access and use,and that the promotion of digital government is still facing the barriers of digital divide and single path.Research conclusions are as follows.″Digital users″can be dividedinto three categories:the digital poor,the digital rich and the ordinary digital users;based on the promotion strategy of digital government of traditional government,society and market,the theoretical model of″one body and two wings″of dual track system of digital government should be constructed;basic public digital services should be provided to the digital poor.
