摘要
以331个地级及以上行政单位为研究对象,从城市和非户籍人口两个视角系统测度全国非户籍人口市民化的空间格局特征及耦合协调关系,研究发现:(1)全国城市市民化水平不高,存在中部塌陷和规模断层现象;城市市民化潜力与市民化门槛区域差异和等级差异悬殊;(2)全国非户籍人口落户意愿整体不强,非户籍人口市民化意愿和能力都具有明显的城市等级规模指向性;(3)城市市民化潜力与非户籍人口市民化意愿耦合协调度较高的地区,是城市市民化便利度与非户籍人口市民化能力耦合协调度最低的地区;(4)非户籍人口市民化存在明显的空间错配现象,非户籍人口市民化意愿与国家政策导向和城市政府开放意愿相冲突。最后,提出“空间匹配、定居导向”的非户籍人口市民化空间优化政策建议。
Taking 331 administrative units at prefecture level and above as the research object,this paper systematically measures and identifies the spatial pattern characteristics and coupling coordination relationship of the citizenization of non-registered population in China from the perspectives of cities and individuals.The results show that:(1) The citizenization level of non-registered population in China is not high,and there are collapses in the central part of China and scale discontinuities;the potential and threshold of citizenization are spatially differentiated,and the hierarchical gradient pattern is obvious.(2) The willingness of non-registered population to settle down in the city is generally weak and there is an obvious urban hierarchical scale orientation in the willingness and ability of non-registered population to settle down.(3) The areas with a high degree of coupling coordination between the citizenization potential and the citizenization willingness of non-registered population are the areas with the lowest degree of coupling coordination between the citizenization convenience and ability of non-registered population.(4) There is an obvious spatial mismatch in the citizenization of the non-registered population,in which the citizenization willingness is in conflict with the national policy orientation and the open willingness of the city government.Finally,the paper puts forward the policy suggestions of “spatial matching and settlement orientation” to optimize the citizenization space of non-registered population.
