摘要
面对社会环境中高度不确定及复杂新兴风险的扰动与冲击,韧性治理不仅关注风险防范,还注重组织在风险环境中的适应性。作为风险治理的重要实践场域,职业院校的韧性治理结构意味着在非常态化风险与危机扰动下可进行动态调适,以增强职业院校适应性。职业院校韧性治理结构包含价值层面、制度层面和集体行动层面的三个相互作用过程,其中价值层面引导着职业院校风险治理的行动方向,制度层面构筑了职业院校风险应对的坚实壁垒,集体行动层面汇聚成风险治理的强大互动合力,并在三个层面上相应体现出稳定性、抗逆性与能动性的功能表征,保持职业院校的均衡发展状态。韧性治理视角下职业院校适应性建设的路径需在价值规范下明确目标共识、在危机情境中强化制度供给、在集体行动中发挥主体能动性。
Facing the disturbance and impact of highly uncertain and complex emerging risks in the social environment,resilience governance not only pays attention to risk prevention,but also pays attention to the adaptability of the organization in the risk environment.As an important practice field of risk governance,the resilient governance structure of Vocational Colleges means that it can be dynamically adjusted under the disturbance of abnormal risk and crisis,so as to enhance the adaptability of vocational colleges.The resilient governance structure of vocational colleges includes three interactive processes:value level,system level and collective action level.The value level guides the action direction of risk governance of vocational colleges,the system level constructs a solid barrier for risk response of vocational colleges,and the collective action level converges into a strong interactive force of risk governance,it also reflects the functional representation of stability,resilience,and initiative at three levels,so as to maintain the balanced development of vocational colleges.From the perspective of resilience governance,the path of adaptability construction of vocational colleges needs to clarify the goal consensus under the value norms,strengthen the institutional supply in the crisis situation,and give full play to the subject initiative in collective action.
