摘要
城市更新是新时期适应城市发展形势、促进城市高质量发展的必要路径。本文在梳理城市更新发展历程的基础上,发现现阶段我国城市更新存在政策支持不足、多部门协调难度大、融资压力大、缺乏系统性、更新理念有偏差等问题,并有针对性提出了包括完善支持政策、成立统筹管理机构、多渠道增加项目融资、强化更新片区统筹管理、提升城市更新理念等对策建议,以期为地方积极稳妥有序地推动城市更新工作提供参考。
Urban renewal is a necessary path to adapt to the urban development situation and promote high-quality urban development in the new era.On the basis of combing the development process of urban renewal,this paper finds that at this stage,China’s urban renewal has problems such as insufficient policy support,difficulty in multi-sectoral coordination,high financing pressure,lack of system,and deviations in the renewal concept.Improve support policies,establish overall management agencies,increase project financing through multiple channels,strengthen overall management of renewal areas,and enhance the concept of urban renewal,with a view to speeding up the process of urban renewal.
