摘要
利用中国2004-2018年255个地级及以上城市的面板数据,采用双重差分模型评估碳排放权交易政策的减污降碳效应及其作用机制。研究结果表明:碳排放权交易政策显著降低二氧化碳排放量和大气污染物浓度,表现出明显的减污降碳协同效应;机制分析表明,碳排放权交易政策通过促进绿色技术创新和污染产业转移实现污染减排;异质性分析发现,碳排放权交易政策的污染减排效应在规模大和工业化程度高的城市更为显著。
Based on the panel data of 255 cities at prefecture-level and above in China from 2004 to 2018,this paper uses the difference-in-differences model to evaluate the synergistic effect of air pollutants and carbon reduction of the carbon emission trading policy.The results show that the carbon emission trading policy has significantly reduced the city’s carbon dioxide emissions and the concentration of air pollutants,showing obvious synergistic effect of reducing pollution and carbon.Mechanism analysis shows the reduction effect of carbon emission trading policy on air pollutants is mainly achieved by promoting green technological innovation and the transfer of polluting industries.Heterogeneity analysis shows the reduction effect of carbon emission trading policies is more significant in large-scale and highly industrialized cities.
