摘要
"十四五"时期经济社会发展要以推动高质量发展为主题,国内相关研究探索建立了若干高质量发展评价指标体系。国资委以考核引导国有企业高质量发展,绿色低碳成为新时期国有油气企业高质量发展的核心要求,国有油气企业面临保障供应、结构升级、质量效益提升、动力变革的紧迫任务,这些都是国有油气企业高质量发展面临的新形势。考虑高质量发展评价指标体系构建原则,从国有油气企业的特殊性出发,进一步拓展评价指标体系的优化方向,构建了涵盖高效供给、结构调整、质量变革、效率变革、动力变革5大维度20项一级指标的国有油气企业高质量发展评价指标体系,从评价方法、权重分配、评价区间、评价机制4个角度提出指标体系应用建议。
Economic and social development during the 14^(th) Five-Year-Plan period will develop with the theme of high-quality development and some domestic institutes explore and construct a lot of high-quality development evaluation index.SASAC guides the high-quality development of state-owned enterprises through assessment,the green and low-carbon has become the core requirement for the high-quality development of state-owned oil and gas enterprises in the new era,state-owned oil and gas enterprises face the urgent task of ensuring supply,upgrading the structure,improving quality and efficiency,and transforming impetus.The paper considers high-quality development evaluation index system of constructing principle,starts from the particularity of state-owned oil and gas enterprises,expands the optimization direction of evaluation index system,builds the evaluation index system of state-owned oil and gas enterprises’ high-quality development including 5 dimensions 20 indicators of effective supply,structural adjustment,and reforms of quality,efficiency and impetus.It puts forward some suggestions on the application of the index system from such 4 aspects as evaluation method,weight distribution,evaluation interval,and evaluation mechanism.
