摘要
生物多样性是人类社会赖以生存和发展的物质基础。新时代中国生物多样性治理,须站在构建人与自然生命共同体的高度,充分发挥国家治理中“强制性的法治+灵活性的政策+周期性的规划”的制度优势,严守与保障生物安全与生态安全底线,提高生物资源可持续利用能力,维护与优化生态功能,提升生态服务与生态产品的供给水平,助力建设美好家园、美丽中国和实现人与自然和谐共生的中国式现代化,并为全球生物多样性治理提供中国方案、贡献中国智慧。
Biodiversity is the material basis of the survival and development of human society.Regarding the biodiversity governance in the new era,China must stress the need to build a community of life for man and nature,give full play to the institutional advantages of the governance model of"mandatory rule of law+flexible policies+periodic planning",strictly keep to and guranttee the bottom line of biosafety and ecological security,improve the ability of sustainable utilization of biological resources,maintain and optimize ecological functions,improve the supply level of ecological services and ecological products,help build a beautiful home and a beautiful China and realize the Chinese-style modernization with the harmonious coexistence between man and nature,and provide Chinese solutions and contribute Chinese wisdom to global biodiversity governance.
