机构改革背景下县级文旅机构组织绩效研究——基于组织文化认同的视角 被引量:5

Organizational Performance of County-level Cultural and Tourism Departments in the Context of Institutional Reform from the Perspective of Organizational Culture Identity

摘要 剖析文化和旅游机构改革3年来的实践探索,寻找政府主导推动文旅融合发展的内在逻辑,对于指导基层文旅机构融合发展与转型具有重要意义。文章在对县(市、区)文旅部门工作人员个体访谈和调查问卷基础上,利用回归分析和Bootstrap方法,研究了职能融合、理念融合和组织绩效的关系以及个体特征的调节作用。结果显示:机构改革后,县(市、区)文旅部门在职能融合、理念融合建设上成绩显著,能够显著提升组织绩效;文旅工作人员理念融合的重要作用已经凸显,职能融合通过文旅部门工作人员的理念融合能够显著提升组织绩效;在文旅融合过程中,文旅工作人员的个人特征不容忽视,工龄会明显调节理念融合的中介作用;在文化、旅游和其他等三类工作人员中,职能融合更容易促进文化工作人员的理念融合,也更容易通过文化工作人员的理念融合来提升组织绩效。 Analyzing the practical aspects of reforming China’s cultural and tourism institutions over the past 3 years and identifying the internal mechanisms of government-led promotion of integrated development of culture and tourism are vital toward guiding the development and transformation of basic cultural and tourism institutions.The present study undertook individual interviews and a questionnaire survey of staff working in the cultural and tourism departments of counties(cities and districts);it applied regression analysis and bootstrap methods to investigate the relationships among functional integration,concept integration,and organizational performance as well as examine the moderating role of individual characteristics.We found that after institutional reform,those cultural and tourism departments achieved remarkable results in terms of functional integration and concept integration:in that way,the departments were able to make substantial improvements in organizational performance.The important role of concept integration among staff in cultural and tourism institutions was clearly evident;functional integration was able to achieve a notable enhancement in organizational performance through concept integration among those staff.With cultural and tourism integration,it is necessary to emphasize the individual characteristics of the staff involved;senior staff can help adjust the influence of concept integration(produced by functional integration)on organizational performance.With functional integration of culture and tourism,it is easier to promote concept integration among staff at cultural institutions and improve their organizational performance through concept integration.
