摘要
立足开放科学全球发展现状,文章分析联合国教科文组织《开放科学建议书》的制定背景;从宗旨与目标、概念内涵、价值观与指导原则、行动领域、监测路径等维度梳理《开放科学建议书》的内容体系;从制定过程、社会效应、实践指导等维度阐释《开放科学建议书》的科学价值。《开放科学建议书》立足开放科学全球化背景,展示出丰富的内容体系,体现出宏大的科学价值,我国应全面融入开放科学浪潮。
Based on the current global development of open science,this article analyzes the background of the formulation of UNESCO’s Recommendation on Open Science. It reviews the content of Recommendation on Open Science,highlighting its purpose and objectives,concept and connotations,values and guiding principles,areas of action and monitoring paths;and illustrates its scientific value,focusing on the formulation process,social effects,and practical guidance. In the context of open science,Recommendation on Open Science shows a rich content system and exemplifies a far-reaching scientific value. China should fully integrate into the wave of open science.
