摘要
构建包含6大维度33项指标的经济高质量发展测度体系,并运用熵权-TOPSIS法测算了2005—2019年中国省级地区的经济发展质量,动态分析其变化趋势。基于面板联立方程模型探讨了中国OFDI逆向技术溢出对区域创新绩效及经济发展质量的直接和间接效应,并考察投资来源地和东道国的异质性。研究发现:逆梯度OFDI逆向技术溢出提高了区域创新绩效,但对协调发展、开放稳定和安全保障产生了负面影响;顺梯度OFDI逆向技术溢出不利于区域创新绩效,但直接促进了经济高质量发展。OFDI逆向技术溢出对区域创新绩效、经济发展质量二者的影响存在明显的地区差异。加大对技术寻求型OFDI的支持、结合地区特征采取差异化的投资政策、强化自主创新能力、增加环境保护相关的OFDI有助于推进经济高质量发展。
The measurement system of high-quality economic development including 33 indicators of six dimensions is constructed, and the economic development quality of China’s provincial regions from 2005 to 2019 is estimated by using the entropy-TOPSIS method, and its changing trend is dynamically analyzed. Based on the panel simultaneous equation model, the direct and indirect effects of China’s OFDI reverse technology spillovers on regional innovation performance and economic development quality are discussed, and the heterogeneity of investment source and host country is investigated. The results show that reverse technology spillover with reverse gradient OFDI improves regional innovation performance, but it negatively affects coordinated development, openness and stability, and the security guarantee. Reverse technology spillover with favorable gradient OFDI is not conducive to regional innovation performance. Instead, it directly promotes high-quality economic development. The impacts of OFDI reverse technology spillover on regional innovation performance and economic development quality have significant regional differences. Increasing the support for technology-seeking OFDI, adopting differentiated investment policies based on regional characteristics, strengthening independent innovation capacity, and increasing OFDI related to environmental protection can help promote high-quality economic development.
