摘要
在当前“三农”工作重心转向全面推进乡村振兴、加快农业农村现代化发展的背景下,提高农业生产效率对促进农业高质量发展具有重要的意义。文章以湖南省14个市州为研究对象,以2010—2020年为研究时段,通过构建农业生产效率评价指标体系,运用考虑非期望产出的超效率SBM模型和Malmquist指数法分析湖南省农业生产效率的时空变化特征,运用多元线性回归模型分析湖南省农业生产效率的影响因素。结果表明:①近10年湖南省农业生产效率不高,整体呈中等水平,效率值呈缓慢上升态势,具有较大的上升潜力,综合效率未达优秀主要是由于生产规模未达到最优。研究期内,湖南省农业生产综合效率一直较高的是常德、衡阳、长沙,一直较低的是郴州、怀化、邵阳、湘西州、张家界。②湖南省农业全要素生产率呈波动增长态势,主要驱动力是技术进步,洞庭湖区域是全要素生产率较高的地区,湘潭、衡阳、常德、长沙的技术效率、纯技术效率和规模效率均有所下降。③人力资源投入是湖南省农业生产效率最主要的影响因素;经济发展水平、收入水平是重要的影响因素;交通发展水平是次要的影响因素;农业机械化水平、产业结构和政府投入水平影响较小;受教育水平为限制因素。
Under the background of the focus shift from "agriculture, rural areas and farmers" to comprehensively promoting rural revitalization and accelerating the development of agricultural and rural modernization, improving agricultural production efficiency is of great significance to promote the high-quality agricultural development. This paper takes 14 cities(autonomous prefecture) in Hunan Province as the research areas,and constructs the evaluation index system of agricultural production efficiency in 2010-2020. Based on the super-efficiency SBM model considering undesired output and the Malmquist index method, it analyzes the spatio-temporal characteristics of agricultural production efficiency. It analyzes the influencing factors of agricultural production efficiency using multiple linear regression model. The results show that: 1) Overall, the agricultural production efficiency in Hunan Province is at a moderate level in 2010-2020. The efficiency value shows a slow upward trend, and has a large upward potential. The comprehensive efficiency is ineffective,it is because that the production scale doesn’t reach the optimal level. During the study period, the comprehensive efficiency of agricultural production is effective in Changde, Hengyang, and Changsha,while it is ineffective in Chenzhou, Huaihua, Shaoyang, Xiangxi Tujia and Miao Autonomous Prefecture,and Zhangjiajie.2) The agricultural total factor productivity of Hunan Province shows a fluctuating growth trend, and the main driving force is technological progress. The Dongting Lake area is with higher total factor productivity. The technical efficiency,pure technical efficiency and scale efficiency all shows decreasing trend in Xiangtan,Hengyang,Changde and Changsha.3) The input of human resources is the most important influencing factor of agricultural production efficiency in Hunan Province;the level of economic development and income level are the important influencing factors;the level of transportation development is the secondary influencing factor, followed by the level of agricultural mechanization,industrial structure and government input level;educational level is a limiting factor.
