摘要
全面创新改革试验区已经成为提高城市建设水平、探求高质量发展模式的重要载体。本文选用2011—2019年中国229个地级市面板数据,通过主成分分析方法测算产业升级指数,运用双重差分法分析全面创新改革试验区对产业结构升级的影响。研究表明,全面创新改革试验区可以显著促进产业结构升级,但未能加快产业结构升级速度;机制分析表明,全面创新改革试验政策通过创新机制提高城市创新水平,从而显著促进产业结构升级;城市行政等级异质性研究发现,全面创新改革试验区对地级市以上级别城市的产业结构升级影响显著,而普通地级市的结果不显著;城市规模异质性研究发现,全面创新改革试验区对规模较大的城市产业结构升级影响显著,其中城市规模适中的特大城市促进效果最好。本文为引导新一轮全面创新改革试验开展,尤其在促进产业结构升级方面,具有重要的借鉴意义。
The comprehensive innovation and reform experimental zone has become an important carrier to improve the level of urban construction and explore the high-quality development model.In this paper,the panel data of 229 prefecture-level cities in China from 2011 to 2019 were selected,and the industrial upgrading index was measured by principal component analysis method.The difference in differences method was used to analyze the impact of the comprehensive innovation reform pilot area on the industrial structure upgrading,and the difference in differences propensity score matching(PSM—DID) and placebo test were used for verification. The results show that:The comprehensive innovation and reform experimental zone can significantly promote the upgrading of industrial structure,but it failed to accelerate the speed of industrial structure upgrading.The reliability of the results was verified by various robustness tests.The mechanism analysis showed that the comprehensive innovation and reform experimental policy improves the level of urban innovation through the innovation mechanism.Thus it significantly promotes the upgrading of industrial structure.The research on the heterogeneity of urban administrative grade shows that the comprehensive innovation and reform experimental zone has a significant impact on the upgrading of industrial structure of cities above the prefecture level cities,while the results of ordinary prefecture-level cities are not significant.The study on the heterogeneity of urban scale shows that the comprehensive innovation and reform experimental zone has a significant impact on the upgrading of industrial structure of large cities.And the mega cities with moderate urban scale have the best promotion effect.This paper has an important reference significance to guide the new round of comprehensive innovation and reform experiments,especially in promoting the upgrading of industrial structure.
