摘要
生态治理对黄河流域高质量发展具有特别重要意义。基于2004—2019年面板统计数据,通过Malmquist-Luenberger指数模型分析黄河流域主要省(自治区、直辖市)生态治理绩效。结果显示,黄河流域生态治理绩效整体欠佳,最差年份为2007年,最佳年份为2016年,地区差异显著,其中山东省、河南省较好。空间计量分析影响因素得出与常识性不同的观点:一是黄河流域生态治理不佳,从经济上讲,根源在于省(自治区、直辖市)之间不统筹的治理损耗,而非经济发展伴随而来的污染;二是流域人均水资源量越高,越有可能带来较低的生态治理水平;三是城镇化对生态治理绩效的影响复杂,但总体上呈现积极效应;四是技术创新和重视教育对生态治理具有全流域的正面影响。
Ecological governance is significant to the high-quality development of the Yellow River Basin. Based on the panel data from 2004 to 2019, this research analyzes the ecological governance performance at provinciallevel alongside the Yellow River through applying Malmquist-Luenberger index model. It shows not optimistic enough overall. In detail, the worst year is 2007 and the best is 2016. Regional differences are significant, among which Shandong and Henan are relatively better. After analyzing influencing factors of performance through spatial econometric regression model, the results show some uncommon points. First, as far as the economic factors are concerned, the poor performance of ecological governance is ascribed to governance waste and incongruousregional development, but not the common-sense pollution brought by regional development. Second, the areas with water shortages perform better than those with rich water resource. Third, urbanization has a complex impact on ecological governance performance. However, it presents relatively positive effects on the whole. Fourth, technological innovation and education shows positive influence ingeneral.
