摘要
粤港澳大湾区经济发展水平和对外开放程度较高,其高质量发展不仅可以促进国内大循环的构建,也可实现更高水平的对外开放。数字经济一方面可促进我国超大规模市场的形成和内需潜力的释放,另一方面也可使我国积极参与全球价值链重构,实现“双循环”相互促进。因此,数字经济和粤港澳大湾区高质量发展将引领我国新发展格局的形成。基于粤港澳大湾区在数字经济方面的优势和数字经济特点,数字经济将助力粤港澳大湾区高质量发展:第一,数字经济将弱化地理因素影响,使大湾区内价值链布局区域化和碎片化,优化产业空间布局;通过大数据平台提升资源配置效率,减少大湾区内部产业同质化现象。第二,数字经济可以破除地区壁垒,降低三地生产要素流通成本,弱化行政界线,提高创新要素流动效率;利用数字技术实现三地科技人才“云流动”,并通过重构全球价值链形成“虹吸全球资源+汇聚全球智慧+协同创新”的创新格局。第三,数字经济通过整合资源推动形成三地统一大市场,促进经济发展;利用数字技术实现大湾区产业分散化和收入分配合理化,提升公共服务均等化水平,缩小区域收入差距并扩大中等收入群体,实现大湾区共同富裕。
Guangdong-Hong Kong-Macao Greater Bay Area has a high level of economic development and a high degree of opening to the outside world,and its high-quality development can not only promote the construction of the domestic circulation,but also achieve a higher level of opening to the outside world.On the one hand,digital economy can promote the formation of China’s super-large-scale market and the release of the potential of domestic demand.On the other hand,it can also make our country actively participate in the reconstruction of the global value chain and realize the "dual circulation" to promote each other.Therefore,digital economy and Guangdong-Hong Kong-Macao Greater Bay Area’s high-quality development will lead the formation of a new developmental pattern in China.Based on Guangdong-Hong Kong-Macao Greater Bay Area’s advantages in digital economy and the characteristics of digital economy,digital economy will contribute to Guangdong-Hong Kong-Macao Greater Bay Area’s high-quality development as follows.First,digital economy will weaken the influence of geographical factors,regionalize and fragment the layout of the value chain in the Bay Area,optimize the spatial layout of industries,improve the efficiency of resource allocation through big data platform,and reduce the phenomenon of industrial homogenization in the Bay Area.Second,digital economy can break down regional barriers,reduce the circulation cost of production factors in the three places,weaken administrative boundaries,improve the flow efficiency of innovative factors,and realize the "cloud flow" of scientific and technological talents in the three places by using digital technology and reconstructing the global value chain to form an innovation pattern of "siphoning global resources + gathering global wisdom + collaborative innovation".Third,digital economy promotes the formation of a unified market in the three places through the integration of resources,promotes economic development,uses digital technology to achieve industrial decentralization and rationalization of income distribution in the Bay Area,and raises the level of equalization of public services,narrowing the regional income gap and expanding middle-income groups to achieve common prosperity in the Great Bay Area.
