摘要
基于湖北省、浙江省、广东省、河北省和北京市的家庭无障碍改造政策的比较发现,五个地区在覆盖人群范围、改造内容、资金来源、补贴标准、监督内容等方面存在异同。家庭无障碍改造政策有待改进的方面包括:需求不准确,人群覆盖有限;个性化改造内容指引不明确;资金保障有限;补贴制度不完善以及改造设计与改造施工没有形成相互监督的关系。未来需要精准识别需求,全面覆盖人群;分地区、分类别实施个性化改造;强化政府财政作用,拓展资金来源;完善家庭无障碍改造补贴制度以及落实过程与质量监督,提升家庭无障碍改造质量。
Based on the comparison of home barrier-free conversion policies in Hubei Province,Zhejiang Province,Guangdong Province,Hebei Province and Beijing City,it is found that the five regions have similarities and differences in population coverage,conversion contents,funding sources,subsidy standards,and supervision contents.The aspects of the home barrierfree conversion policy that need to be improved include inaccurate demand data and limited coverage of the population,the lack of clear guidance on the content of the individualized barrier-free conversion,limited funding guarantees,deficient subsidy system and incomplete supervision content.In the future,it is necessary to accurately identify needs and fully cover the scope of the population,implement individualized barrier-free conversion by region and category,strengthen the role of government finances and expand funding sources and improve the home barrier-free conversion subsidy system and the implementation process and quality supervision to improve the quality of home barrier-free conversion.
