摘要
如何为全民提供优质教育向来是国际社会关切的议题。在“基础教育高质量发展”提出前,我国基础教育改革发展经历了从“教育机会普及”到“教育均衡发展”的历史脉络,其政策演变也经历了“机会性普及”“提质化实践”及“个性化成全”三次主题转换。研究认为:把握基础教育高质量发展以“公平发展的质量更高”为价值位序首位以实现“均衡发展的质量更高”之内涵特质,能更好地于实践中形成基础教育高质量发展的理路:在“量”上巩固基础教育发展成果,在“质”上提高基础教育服务能力,在监测与评价上保障基础教育质量水平。
How to provide high-quality education for all has always been an issue of concern to the international community.Before"high-quality development of basic education"was put forward,the reform and development of basic education in China experienced a process from"educational opportunity popularization"to"balanced development of education",and its policy development experienced three theme transformations of"opportunity popularization","quality improvement practice"and"personalized fulfillment".Understanding the connotation of high-quality development of basic education can better form the path in practice:firstly,the results of basic education development should be consolidated in quantity;secondly,the service ability of basic education should be improved in quality;finally,the quality of basic education should be guaranteed in monitoring and evaluation.
