摘要
加快产业生态化转型和生态产业化发展是推动黄河流域生态保护和高质量发展的重大战略举措,也是构建双循环新发展格局和实现共同富裕的重要现实需求。在高质量发展新阶段,黄河流域产业生态化和生态产业化需要以习近平生态文明思想为指导,坚持走生态优先、因地制宜、质量导向、机制健全、特色引领的现代化之路,以产业的数字化、绿色化、高新化、融合化和国际化发展推动形成生态产业体系和产业生态体系。黄河流域产业生态化和生态产业化的主要路径,包括强化环境治理和生态修复、推动产业融合和企业集聚、加快创新驱动和文化赋能、推动东西联动和南北互补、推进生态产品价值实现、深化体制机制改革、扩大对外开放和招商引资、助力乡村振兴和共同富裕等。产业生态化和生态产业化的融合发展,能够实现产业与生态、人与自然的和谐共生,进而推动经济社会高质量发展。
Promoting industrial ecological transformation and ecological industrialization development is a major strategic measure to realize ecological protection and high-quality development in the Yellow River Basin. In the new stage of high-quality development, ecological industrialization and ecological industrialization in the Yellow River Basin, guided by Xi Jinping Thought on ecological civilization, need to take the modernization road of adhering to ecological priority, local conditions, quality orientation, sound mechanism and characteristic guidance, and promote the formation of ecological industry system and industrial ecosystem with digital, green, high-tech, integrated and international development. The main path of industrial ecology and ecological industrialization in the Yellow River Basin includes strengthening environmental governance and ecological restoration, promoting industrial integration and enterprise agglomeration, accelerating innovation drive and cultural empowerment, promoting East-West linkage and North-South mutual complementation, pushing the realization of the value of ecological products, deepening the system and mechanism reform, expanding the opening-up to the outside world and the attraction of foreign investments, and assisting in rural revitalization and common prosperity. The integrated development of industrial ecology and ecologic industrialization can realize the harmonious co-existence of man and nature, and then promote the high-quality development of economy and society.
