摘要
乡村振兴,生态宜居是关键。良好生态环境是农村的最大优势和宝贵财富。生态资源如何转变为具有多元价值的生态产品,并最终实现其价值,事关国家乡村振兴战略全局。论文立足于生态产品价值实现的背景意义、内涵与模式,探讨生态产品价值实现过程中,绿色金融推进生态环境保护与治理、促进新兴生态产业发展、加快传统产业绿色转型的作用机制。并以重庆、浙江丽水、广州花都生态产品价值实现过程中的绿色金融助力的三种模式为例,结合国外实践,分析我国相关实践过程中面临的主要问题,进一步从绿色金融产品、激励与约束机制、市场环境、资金流向四方面提出政策建议。
Ecological livability is the key of rural revitalization.A good ecological environment is the greatest advantage and valuable asset of rural areas.How to transform ecological resources into ecological products with multiple values and finally realize their value is related to the national rural revitalization strategy.Based on the background significance,connotation and mode of realizing the value of ecological products,this paper explores the role of green finance in promoting ecological environmental protection and governance,facilitating the development of new ecological industries and accelerating the green transformation of traditional industries in the process of ecological product value realization.Taking Chongqing,Lishui,Zhejiang and Huadu,Guangzhou as the examples of models of green financial assistance in the process of ecological product value realization,combined with foreign practices,the paper analyses the main problems faced in the process of practice in China,and further puts forward policy recommendations in four aspects:green financial products,incentive and constraint mechanisms,market environment and capital flow.
