摘要
基层政府负重运行已经成为一种常态,基层公务员的主动性行为对于缓解基层政府治理负荷、提升基层政府治理效能具有重要意义。基于行为公共管理视角,以434名基层公务员为样本,构建并检验了公共服务动机对基层公务员主动性行为的影响及作用机制。研究发现:公共服务动机能够显著激发基层公务员主动性行为,使命效价在二者关系中发挥部分中介作用;组织支持感正向调节使命效价与基层公务员主动性行为之间的关系,且增强了公共服务动机经由使命效价对主动性行为的间接作用。结论为深化相关研究和激发基层公务员主动性行为提供了理论和实践启发。
Overloading operation of grass roots government has become a normal state,the front-line civil servants' proactive behaviors are of great significance to relieve the burden of grass roots government and improving the governance efficiency of grassroots social governance.Based on behavioral public administration theory and methods,a questionnaire survey study(n=434)is conducted to explore the influence and mechanism of public service motivation on proactive behaviors.The results suggest that public service motivation positively predicts proactive behaviors.Mission valence plays a partial mediating role between the relationship;perceived organizational support moderates the relationship between mission valence and proactive behaviors,and it also moderates the mediating effect of mission valence on the relationship between public service motivation and proactive behaviors.This study provides theoretical and practical inspiration for deepening relevant research and stimulating the front-line civil servants’proactive behaviors.
