摘要
巴西作为拉美地区发展速度最快的国家之一,所取得的发展成就非常突出,但在发展过程中也面临着诸多社会问题。卢拉执政期间,贫困、失业、社保政策不合理、教育不公、城市病等问题日益恶化。为有效应对这些问题,卢拉政府推出一系列治理措施,取得明显成效。然而这些治理举措在适用范围、财政支持比例、落实质量、可持续性等方面仍然存在不足。目前我国正处于新的历史发展阶段,这些经验与不足对我国社会治理具有一定的启示与警示意义。
As one of the fastest developing countries in Latin America,Brazilhas made outstanding achievements in development,but it also faces many social problems in the process of development.During Lula′s administration,problems such as poverty,unemployment,unreasonable social security policies,unfair education,and urban diseases have worsened day by day.In order to effectively deal with these problems,Lula government launched a series of governance measures and achieved remarkable results.But it is undeniable that these governance measures still have certain limitations.But these governance measures still have deficiencies in terms of scope of application,proportion of financial support,quality of implementation,and sustainability.At present,our country is in a new stage of historical development,and these experiences and deficiencies have certain warning significance for our country’s social governance.
