摘要
数字化加速向社会治理、生态治理等领域渗透,全面赋能治理模式创新和跃迁升级。随着数字技术与林草生态保护及治理融合应用,数字赋能使能效应越发凸显,对以国家公园为主体的自然保护地体系下的重要自然生态系统、自然遗迹、自然景观和生物多样性保护修复利用提供信息化支撑。围绕林草生态数字化治理及管理决策创新,从内在属性、发展要求、核心动力三个维度,剖析数字化环境下林草治理决策的时代特征,阐释林草治理决策范式中的生态状况监测、数字化表达和业务流程设计等决策要素,进而构建数字化环境下林草生态治理决策模式的理论框架。研究认为,随着数字技术的不断嵌入,生态状态感知、生态资源服务、生态治理模式等决策要素发展呈现出数字化使能的范式演变,进一步激发林草治理数字化决策及价值创新。
Digitalization speeds up its application in social or ecological governance,and generates the model empowering innovation and upgrading.With the integrated application of digital technology and the forest and grass ecological protection,the effect of digital empowering and enabling has been more and more highlighted,so as to provides informatized reference for the protection,restoration and utilization of important ecosystems,natural sceneries,natural landscapes and biological diversities under the nature conservation system with national parks the main body.Based on the concept of digital development,this paper analyzes the era characteristics of“forest and grass governance”,explains the ecological condition monitoring,digital expression and business process design in the forest and grass governance decision-making paradigm,and then constructs the theoretical framework and system of forest and grass ecological governance decision-making in the digital environment.The research shows that with the continuous embedding of digital technology,the development of decision-making elements such as ecological state perception,ecological resource service and ecological governance model present the paradigm evolution of digital enabling,which further stimulates the digital decision-making and value innovation of forest and grass governance.
