摘要
对深圳市来说,土地空间难以为继一直是悬在头上的“达摩克利斯之剑”。早在本世纪初,深圳市就开始探索开展城市更新行动,经过近二十年的发展,深圳市城市更新行动逐渐走向深水区,面临着潜力用地合法权属不足、更新统筹落实难度大、实施路径缺乏联动等问题。本文以深圳市光明区某综合开发项目为例,阐述多路径融合在城市更新行动中的具体实践,提出通过加大政府统筹力度,增强规划引领作用,推动多路径融合化解国土空间治理风险,构建新形势下多方共赢的城市更新行动框架。
For Shenzhen City,unsustainable land space has always been the"Sword of Damocles"hanging over the head.As early as the beginning of this century,Shenzhen began to explore the urban renewal.After nearly two decades of development,Shenzhen's urban renewal action has gradually moved towards the deep-water area,facing problems such as insufficient legal ownership of potential land,difficult overall implementation of renewal,lack of linkage of implementation path and so on.Taking a comprehensive development project in Guangming District of Shenzhen as an example,this paper expounds the specific practice of multi-path integration in urban renewal action,and proposes to build a win-win urban renewal action framework under the new situation by strengthening the overall planning of the government,enhancing the leading role of planning,promoting multi-path integration so as to resolve the risks of land spatial governance.
