摘要
数字党建对于提升党建引领能力、推动国家治理水平现代化具有重要意义,面对当前复杂多变的治理环境,协同治理成为化简复杂性的良方。基于党建引领基层治理的框架,以各要素协同关系为切入点,指出党建引领基层社会协同治理模式面临基层党建与基层社会治理不协同,党员的教育、管理方式与社会治理情境不协同,社会治理主体间存在信任危机使协同受限的现实困境。得出以数字党建提高党建质量,拓展协同空间、降低协同成本,促进信息共享、增强主体信任的结论。
Digital Party-building is of great significance to improve the leading ability of Party-building and promote the modernization of national governance level.In the context of current complex and changeable governance environment,collaborative governance has become a good way to simplify complexity.Based on the framework of grass-roots governance leading by Party-building and taking the collaborative relationship of various elements as the starting point,this paper points out the deficiency in the mode of the coordinated governance of grass-roots society leading by Party-building.Specifically,this mode is not coordinated with grassroots social governance,the education and management methods of Party members are not coordinated with the social governance situation,and there is a trust crisis among the subjects of social governance,which limits the synergy.Therefore,we have concluded that digital Party-building can improve the quality of Party-building,expand the collaborative space,reduce the collaborative cost,promote information sharing,and enhance the subject trust.
