摘要
【目的/意义】科研诚信政策是政府治理科研诚信问题的重要手段,其演化特征展示了我国科研诚信政策的发展历史。近些年来,我国科研失信事件层出不穷,对科研诚信政策发展进行深度分析有利于总结经验,为我国未来制定科研诚信政策提供参考。【方法/过程】本文选择1981-2020年中国政府出台的75份科研诚信政策,对政策文本进行深度挖掘,分析总结科研诚信政策的发展变化趋势。【结果/结论】我国科研诚信政策发展划分为科研诚信政策萌芽期(1981-1999年)、初步发展期(2000-2006年)、快速发展期(2007-2016年)和科研诚信政策发展新时期(2017年至今);我国科研诚信政策发展越来越呈现精细化特征;科研诚信政策力度已经形成一套完备的体系;我国科研诚信概念逐渐清晰,但仍存在定义不明确的现象;我国科研诚信政策侧重点在于约束个人和处理学术不端行为,对评价制度缺乏关注;我国科研诚信政策发布部门合作性有待加强。【创新/局限】本文从新角度总结我国科研诚信政策的变化过程和演变特征,从而对我国科研诚信政策做出评价,进而提出建议。
【Purpose/significance】The scientific research integrity policy is an important carrier for the government to manage scientific research integrity issues,and its evolution characteristics show the development history of the research integrity problems in China.In recent years,dishonesty in scientific research has emerged one after another in China.In-depth analysis of the development of scientific research integrity policy is conducive to summarizing experience and provides references for the formulation of scientific research integrity policy in China in the future.【Method/process】This paper selects 75 scientific research integrity policy texts issued by the Chinese government from 1981 to 2020,analyze and summarize the development trend of scientific research integrity policies through in-depth analysis of the policy texts.【Result/conclusion】The development of China’s scientific research integrity policy can be divided into four stages:the germination period(1981-1999);The initial development period(2000-2006),the rapid development period(2007-2016)and the new development period(2017 year to date)of the scientific research integrity policy;the development of China’s scientific research integrity policy is becoming more and more targeted and nuanced;the strength of China’s scientific research integrity policy has formed a complete system;the concept of scientific research integrity has gradually become clear,but there is still not clearly defined;China’s scientific research integrity policies focus on restraining individuals and dealing with academic misconduct,but pay little attention to the evaluation;the cooperation of China’s scientific research integrity policy release departments needs to be strengthened.【Innovation/limitation】The paper summarizes the changing process and evolution characteristics of China’s scientific research credit policies from the new perspectives,and then evaluates China’s scientific research credit policies and puts forward some suggestions.
