摘要
农村供水是关系到农村居民生活的重要公共服务内容,提高农村供水工作效率关键在于制度创新。研究采用制度经济学理论方法对典型区域农村供水公共服务组织改革进行现状剖析,从制度变迁的角度探讨农村供水服务从政府包揽到公司治理的战略选择内在逻辑,结合新疆库车市、和硕县两地农村供水服务组织公司化改革案例,分析农村供水公共服务公司化治理的必要性、可行性、先进性,总结农村供水公共服务组织转型的典型经验与发展规律,为政府推动农村供水公共服务组织制度改革与公司治理新模式推广提供理论参考依据。
Rural water supply is an important public service content related to the lives of rural residents.The key to improving the efficiency of rural water supply lies in system innovation.The research adopts institutional economics theory to analyze the current situation of rural water supply public service organization reform in typical regions,and discusses the internal logic of the strategic choice of rural water supply services from government to corporate governance from the perspective of institutional changes.Combined with the actual cases of corporatization reform of rural water supply service organizations in Kupa and Heshuo County,this paper analyzes the necessity,feasibility,and advancement of the corporate governance of rural water supply public services,and summarizes the typical experience and development rules of the transformation of rural water supply public service organizations,and promotes the government to promote rural water supply public services Organizational system reform and the promotion of new corporate governance models provide theoretical references.
