摘要
总结并对比了中国、欧盟、东盟、美国、澳大利亚、韩国和日本化妆品或药品法规对防晒产品中关于准用防晒剂的监管规定,以帮助企业正确地使用防晒剂,使其防晒产品满足上述不同国家或地区的法规要求;梳理了国内检测标准和国内外文献方法所涵盖的防晒剂种类,并概述了2018—2020年国家药品监督管理局发布的涉及防晒类化妆品不合格的总体情况,未检出批件或标签标识的防晒剂、检出批件或标签未标识的防晒剂、产品批件与标签标识不一致是抽检发现最多的三大问题,主要原因是相关企业质量意识不强、规范化管理不够、检测标准存在缺失等。
This paper summarized and compared the regulations of China,EU,ASEAN,USA,Australia,Republic of Korea and Japan about approved sunscreen agents in sunscreen products,in order to help enterprises use sunscreen agents correctly and make their sunscreen products meet the requirements of different countries or regions mentioned above.The types of sunscreen agents covered by domestic testing standards and methods were summarized,and the unqualified reasons of sunscreen cosmetics announced by National Medical Products Administration from 2018 to 2020 were also analyzed.Undetected sunscreens which labelled in product labels and/or approvals,detected sunscreens which did not label in product labels and/or approvals,the product approval inconsistent with the productlabel were three major problems found in supervision and inspection.The main reasons were that the quality awareness of relevant enterprises was not strong,the standardized management was not enough,and the testing standards were missing,etc.
