摘要
产业政策能够指引国家产业发展方向,对数字经济行业技术创新意义重大。文章选取2011—2020年中国省际面板数据,考察产业政策对数字经济行业技术创新的影响。结果表明,产业政策对数字经济行业技术创新具有长期均衡影响,能够显著推动数字经济行业技术创新水平提升且具有显著的时空异质性特征,表现为长期大于短期,中、西部及东北地区大于东部地区。充分注重产业政策与对外开放水平、产业结构升级、技术进步的有效融合,可强化对数字经济行业技术创新的支撑效能,但该种交互作用也呈现空间差异。产业政策能够在短期内显著推动数字经济行业技术创新,并且在长期均衡上具有显著短期异质修正效应。最后,文章基于产业政策与数字经济行业技术创新的内在联系,提出着力释放产业政策的组合效应、丰富产业政策落地方式、加快行业成果转化。
Industrial policy can guide the direction of national industrial development and is of great significance to technological innovation in the digital economy industry.This paper uses the 2011 to 2020 inter-provincial panel data in China to examine the impact of industrial policy on technological innovation in the digital economy industry.The results show that,industrial policy has a long-term balanced impact on technological innovation in the digital economy industry,and can significantly promote the level of technological innovation in the digital economy industry.And this impact has significant temporal and spatial heterogeneity,which is greater in the long term than in the short term,and greater in the middle,West and northeast than in the East.Paying full attention to the effective integration of industrial policy and opening-up level,industrial structure upgrading and technological progress can strengthen the supporting efficiency of technological innovation in digital economy industry,but this interaction also presents spatial differences.Industrial policy can signific-antly promote technological innovation in the digital economy industry in the short term,and has a significant short-term heterogeneity correction effect in the long-term equilibrium.Finally,based on the inherent connection between industrial policy and technological inn-ovation in the digital economy industry,the paper proposes to focus on releasing the combined effect of industrial policy,enriching the implementation mode of industrial policy,and accelerating the transformation of industry achievements.
