摘要
易地扶贫搬迁作为少数民族地区脱贫攻坚战的头号工程,已进入搬迁农户“稳得住、能致富”的后搬迁时代。基于2015—2020年对少数民族地区易地扶贫搬迁农户的跟踪调查数据,通过倾向得分匹配双重差分法(PSM-DID)有效识别易地扶贫搬迁对农户生计的影响。结果表明:少数民族地区易地扶贫搬迁对农户生计具有显著的正向促进作用,该结论具有一定稳健性;少数民族地区易地扶贫搬迁对促进农户生计具有一定的滞后性。但搬迁时间越长,农户越善于不断提高生计水平;少数民族地区易地扶贫搬迁对能力丧失型农户的生计作用不够明显,但对要素短缺型农户的生计具有正向促进作用,尤其是对自身发展动力不足型农户的促进效果最为显著。研究进一步提出政策建议。
As the “first project” in the battle against poverty in minority areas, the poverty-alleviation relocation has entered the post relocation era of “stable and rich” for relocated farmers. Based on the tracking survey data of relocated farmers in minority areas from 2015 to 2020, the impact of farmers’ poverty-alleviation relocation on livelihood is effectively identified by the PSM-DID method. The results show that:(1)The poverty-alleviation relocation in minority areas has a significant positive effect in promoting farmers’ livelihood, and this conclusion is valid.(2)The poverty-alleviation relocation in minority areas has a certain lag in promoting farmers’ livelihood. And the longer after relocation, the better the farmers are at improving their livelihood.(3)The effect of the poverty-alleviation relocation in minority areas on the livelihood of farmers with incapability is not obvious, but it has a significant positive effect on the livelihood of farmers with lack of factors, especially those who are poor due to lack of self-development motivation. The study further puts forward some policy recommendations.
