摘要
作为城市工业用地出让的法定主体,地方政府具有运用工业用地出让影响城市产业发展的重要政策工具。然而,现有文献仍较少关注工业用地出让对产业进入动态的影响,因此难以全面评估地方政府工业用地出让行为的经济与区域效应。鉴于此,文章基于2008—2013年我国286个地级市29个二位数制造业产业的面板数据,研究了工业用地出让对产业进入动态的影响及其调节机制。结果表明:①全国尺度上工业用地出让规模扩张促进了城市产业进入,但该效应在东部、西部地区不显著;②全国尺度上工业用地价格上升对产业进入无显著影响,但西部地区工业用地价格增长显著抑制了产业进入;③本地技术关联度更高的产业,其产业进入受工业用地出让规模扩张的影响更小。文章首次从城市—产业视角,分析了地方政府工业用地出让行为对产业进入动态的影响,能够为区域产业政策制定提供新参考。
As the only legal entity for the industrial land transfer,local governments have important policy tools to use the industrial land transfer to affect the development of urban industries.However,scholars still pays less attention to the impact of industrial land transfer on the dynamics of industrial entry,so it is difficult to fully assess the economic and regional effects of industrial land transfer behavior of local governments.Based on the panel data of 29 two-digit manufacturing industries in 286 prefecture-level cities of China from 2008 to 2013,this study analyzes the impact of industrial land transfer on the dynamics of industrial entry and its adjustment mechanism.The results show that:1)On a national scale,the expansion of industrial land transfer scale promotes industrial entry,but its effect is not significant in the western region.2)The increase of industrial land price has no significant impact on industrial entry,but the growth of industrial land price inhibits industrial entry in the western region.3)Industries with higher local technology relevance are less affected by the expansion of industrial land transfer scale.For the first time,this paper analyzes the impact of local government industrial land transfer on the dynamics of industrial entry from the perspective of city-industry,and provides a new decision-making reference for industrial policy formulation.
