摘要
国家发展改革委、住房城乡建设部自2019年3月发布关于推进全过程工程咨询服务发展的指导意见[1]以来,以传统预、结算编审为主要业务的造价咨询服务机构都希望借政策之东风执全过程造价咨询之牛耳。但在设计(Design,D)、招标投标(Bid,B)、施工(Build,B)三个阶段分立的发承包模式下,造价咨询服务机构介入造价管控的时点取决于项目建设单位对投资管控有效时点的科学认识。投资管控的碎片化将长期存在,且以施工阶段的全过程造价控制为主。文章通过对政府直接注资的康养医院建设项目施工阶段全过程投资管控工作实践的总结,以概预算对比分析为主线,得出施工阶段全过程投资管控的重点和难点,并从造价咨询单位的角度提出相应的对策及处理方法,为相关单位在该方面的工作提供参考。
Since the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development issued the guidance on promoting the development of the whole process engineering consulting service in March 2019, the cost consulting service institutions mainly engaged in the compilation of traditional pre-payment and settlement have been scrambling to take the lead in the whole process cost consulting by taking advantage of the policy.However, under the separate contracting mode of Design(D), Bid(B) and Build,(B), the point at which cost consulting service institutions intervene in cost control depends on the scientific understanding of the effective point of investment control by the project construction unit, thus affecting the effect of investment control. The fragmentation of investment control will exist for a long time, and the whole process cost control in the construction stage is the main. Based on direct government funding,raise the hospital construction project construction phase control working practice and summary of the whole process of investment in the budget analysis as the main line, the emphasis and difficulty in the whole process of investment control at construction stage, and from the perspective of cost consultation unit to find out the corresponding countermeasures and solutions, provide a reference for relevant units in the aspects of the work.
