摘要
中国的城市发展已经进入存量时期,未来城市存量用地的开发利用会成为城市发展的主要方向。但由于原国土资源部门和住房城乡建设部门对存量用地的定义不同,国土空间规划中没有统一的存量用地体系,缺乏完整的存量用地更新策略体系,因此,本文在湘潭市国土空间规划实践的基础上,梳理了存量用地管理的原则,对存量用地类型与管理、邻避性用地识别进行了研究,并从策略模块、发展方向、运作模式、分片开发以及保障机制五个方面对存量用地更新策略体系进行了探索。
The city has entered the stage of stock development in China.In the future,the development and utilization of urban stock land will be one of the important directions.However,due to the different definitions of stock land by the former Ministry of Land and Resources and the Ministry of Housing and Urban-Rural Development,there is no unified stock land system and renewal strategy system in territorial spatial planning.Therefore,based on the practice of territorial spatial planning in Xiangtan,this paper studies the management of stock land,keep the classification and management of stock land consistent,and identify the NIMBY Effect of industries.Finally,the paper explores the improvement of the stock land renewal strategy system,which includes strategy module,development direction,operation mode,piecemeal development and guarantee mechanism.
