摘要
目的:贯彻和落实国家和上海市关于社会办医疗机构监管的相关文件精神,改变传统监管模式,提升监管效能。方法:以制度建设为核心,以信息化建设为手段,利用大数据进行分析和挖掘。结果:首创实施“六个双”事中事后监管机制,推动向以动态、风险、信用、分类“四个监管”为核心的监管方式转变。结论:作为浦东探索行业监管新模式,初步实现了对社会办医行业精准、有效地智能监管。
Objective To implement the spirit of relevant documents concerning the supervision of nongovernmental medical institutions of the State and Shanghai,change the traditional supervision mode,and improve the supervision efficiency.Methods With system construction as the core and information construction as the means,big data was used for analysis and mining.Results The supervision mechanism of the"six double"during and after the event was created and implemented.The change to the supervision mode with"dynamic,risk,credit and classification supervisions"as the core was promoted.Conclusion As a new model of industry supervision explored by Pudong,the accurate and effective intelligent supervision of the industry of non-governmental hospitals is preliminarily realized.
