摘要
突发公共卫生事件的认知有限性、态势变化模糊性等特质对风险沟通提出更高要求。专家作为风险沟通的核心参与者,面临着认知、语言表达、传播和污名化等多重困境。构建“政府主导型”风险沟通应本着及时、坦诚和开放的沟通理念,并辅之以通俗易懂的内容和多元的沟通形式,如此,可为专家赢得风险沟通的先机和空间,在降低公众认知成本的基础上引导其理性行为决策。此外,通过相应制度安排来约束和鼓励自媒体参与风险沟通,也有助于将危机情境转化为科学传播的有利契机,为公众参与突发事件治理提供智力和舆论支持。
The public health emergency,which with the particular features including the finiteness of cognition and the fuzziness of trend variation,putting forward higher requirements for risk communication.The experts,as the core participators of risk communication,are trapped in the multiple dilemma of cognition,expression,communication and stigmatization.In the aim of constructing“government-led”risk communication,the timely,candid,equitable and open communication concept should be complemented with the accessible content and diversified forms of communication,thus,not only can get a precious opportunity and space for the experts in risk communication,but also reduce the cost of public perception,meanwhile,the effectiveness of rational decision-making can be enhanced.On the basis of concentrating on institutional improvement,the we media which can be encouraged to participate in the risk communication,by doing so,the crisis situation of public health emergencies can be shifted to a valuable opportunities for science communication which will provide knowledge and public opinion support for the public to understand and participate in the response of emergencies.
