摘要
在空间规划体系重构的背景下,原城市总体规划、土地利用总体规划融合为统一的国土空间规划,二者的实施评估随之转型为国土空间规划体检评估,并被赋予了新的时代内涵。在此背景下,沈阳市国土空间规划体检评估通过“问题识别—成因辨析—环境研判—对策建议—落实反馈”的逻辑演进主线和“目标导向+问题导向+需求导向”的工作路径,构建强调全市域全要素评估的内容框架,建立涵盖传统型与新型、约束性与引导性、可测度与可感知的指标体系,并运用城市信息可视化平台的技术手段,在方法上注重多数据、多主体、多视角评估,为市县级国土空间规划体检评估研究提供新思路。
In the restructuring of territorial space planning system,urban master plan and land use master plan are integrated and their implementation evaluation turned into physical examination in territorial space planning with new meanings.The physical examination of Shenyang city sets up a logic process of“problem recognition,underlying forces analysis,environment research,policy suggestion,implementation and feedback”and a working path of“target orientation,problem orientation,demand orientation”,establishes a whole area and all elements evaluation framework,builds an indices system integrating tradition and innovation,restriction and guidance,measurable and sensible data,carries out a multi-source data,multi-stakeholder,multiperspective evaluation with visual city information platform.It provides a new concept for the physical examination in city and county level territorial space planning.
