基于“双碳”战略背景下安徽省园区供热减排研究

Research on Heating and Emission Reduction of Industrial Parks in Anhui Province Based on"Double-Carbon Background"

摘要 立足于碳达峰、碳中和背景,以淮河能源燃气集团某热电联产项目为例,开展了安徽省园区供热减排研究。结果表明:以某热电联产项目为例,安徽省园区(区域性)如采取集中供热替代分散供热,不管是以燃煤还是天然气作为热源,都有利于节能减排提质增效,仅在供热方面碳减排可达14.3%~46.3%,能源综合利用水平实现提升,环境效益和经济效益明显,有助于双碳目标的实现。同时结合当前安徽省内园区供热现状和市场行情,企业和地区承受能力,简要提出了发展建议:分阶段有序推进集中供热替代,鼓励热电联产、分布式能源等绿色低碳项目建设,支持隔墙售电等政策,疏导成本压力,实现煤炭到天然气燃料替代升级,缓解碳排放总量增长。建立环保大数据和碳排放监控平台,通过严控污染物排放标准,倒逼加快供热方式转变。建议应用减温减压、储热等技术实现热电解耦,并提高热电联产项目电力调峰调度能力。 Based on the background of carbon peak and carbon neutralization,this paper takes a cogeneration project of Huaihe Energy Gas Group as an example to carry out the research on heating and emission reduction in Anhui Province.The research shows that taking a cogeneration project as an example,if the central heating is used to replace the decentralized heating in the park(regional)of Anhui Province,whether coal or natural gas is used as the heat source,it is conducive to energy saving,emission reduction,quality improvement and efficiency increase.Only in terms of heating,the carbon emission reduction can reach 14.3%~46.3%.The level of comprehensive utilization of energy is improved,and the environmental and economic benefits are obvious,which is helpful to the realization of the dual carbon target.At the same time,combined with the current heating status and market situation of the park in Anhui Province,enterprises and regional affordability,this paper briefly puts forward the development suggestions:①The substitution of central heating is promoted in stages and orderly.The construction of green low-carbon projects such as cogeneration and distributed energy should be encouraged.The policy of electricity sales in the partition wall should be supported.The cost pressure will be eased.Therefore,the upgrading of coal to natural gas fuel substitution will be realized and the growth of carbon emissions will be alleviated.②The environmental protection big data and carbon emission monitoring platform will be established.Through strict control of pollutant emission standards,the transformation of heating mode is forced to accelerate.③It is recommended to apply technologies such as temperature reduction,pressure reduction and heat storage to achieve thermo-electrolysis coupling and improve the peak load regulation capacity of cogeneration projects.
