摘要
为促进新时期农村产业融合发展,提高土地利用效率,依据“过程—结果”视角构建产业融合背景下农村土地多功能利用水平评价指标体系,选取湖北省武汉市和荆门市3个不同类型的产业融合试点村作为研究案例,采用熵值法和耦合协调度模型实证产业融合对农村土地多功能利用水平及其耦合协调度的影响。实证结果表明:(1)不同农村产业融合模式均能显著提升土地多功能利用水平,但不同产业融合模式下的土地多功能利用总水平及分项功能水平存在差异;(2)不同产业融合模式下土地利用功能多元化趋势存在明显差异,农户独立经营模式、农业企业规模化经营模式下土地利用呈现以经济功能为主的单一功能特点,“农业企业+合作社+农户”合作经营模式下土地利用表现出明显的均衡化、多元化发展趋势;(3)农村产业融合推动土地多功能利用耦合协调度缓慢提升,但土地多功能利用耦合协调度还处于较低水平。基于此,今后农村产业融合发展,应培育多元新型经营主体,因地制宜地发展农产品绿色加工业和各具特色的乡村观光休闲产业;应充分尊重农民意见,切实保护农民利益,以提升农民收入水平、获得感和幸福感,激发农村经济社会发展的内生动力。
To promote the development of the rural industry convergence in the new period,improve the efficiency of land use,based on the‘process-results’,rural land multifunctional use level evaluation index system under the background of industrial convergence was built,three different types of industrial convergence pilot villages in Wuhan City and Jingmen City of Hubei Province were selected as research cases,and entropy method and coupling coordination degree model were adopted to demonstrate the impact of industrial convergence on the land use functional levels and coupling coordination degrees of rural land.The results show that:(1)rural industry convergence can significantly improve the multi-functional levels of land use,however,the land use functional levels of different industrial integration modes are different;(2)different industrial convergence modes of land use by a single function to multifunction exist obvious difference,independent farmers business model,enterprise scale management mode of land use/cooperative still display are given priority to economic function of the characteristics of single function,‘the agricultural enterprise+cooperative+peasant household’cooperative mode of land use shows obvious trend varying from single function to multifunction;(3)the integration of rural industries can improve the multi-functional coupling coordination degree of land use,which is still at a low level.In the future,the cooperative operation mode of’agricultural enterprise+cooperative+peasant household‘should be given priority in the integrated development of rural industries,and the integrated development of rural industries should foster new diversified business entities,and develop green processing industry of agricultural products and rural sightseeing and leisure industry with different characteristics according to local conditions.The farmers′opinions should be fully respected,and their interests should be protected,so as to improve their income levels,sense of gain and happiness,and stimulate the endogenous driving force of rural economic and social development.
