摘要
上海强化政府引导基金支撑产业发展应着重处理好两方面问题:一是政府引导基金如何继续往精细化方向发展;二是政府引导基金政策体系如何整合与重塑。具体而言,要从重申基金定位、改善监管机制、提升经济效益和构建系统化政策体系等方面着手,推动政府引导基金进一步落实功能和发展壮大,更好地发挥对上海产业发展的支撑作用。
Shanghai’s strengthening of government guidance fund to support industrial development should focus on handling two issues.One is how to continue to develop the government guidance fund in a refined direction;the other is how to integrate and reshape the government guidance fund policy system.Specifically,it is necessary to reaffirm the positioning of the fund,improve the regulatory mechanism,enhance economic benefits,and build a systematic policy system,so as to promote the further implementation of functions and development of the government guidance fund,so as to better play a supporting role in Shanghai’s industrial development.
