摘要
面临新时代高素质基层干部队伍建设的迫切需求,集体担当作为俨然成为基层政府组织改革创新的内生动力。鉴于基层政府部门中领导的关键角色,本研究以担当作为的“涓滴效应”作为探索基层集体担当作为的重要视角。基于对C市和Y省的537名基层干部的2阶段“领导—下属”匹配调查以及157名基层干部的实验研究发现:基层领导干部担当作为显著影响下属基层干部的担当作为;风险规避偏好、变革责任感是担当作为实现有效“涓滴”的重要心理路径;领导—下属交换(LMX)质量显著影响基层领导干部担当作为对下属基层干部担当作为的作用效果。本研究基于自我决定理论,清晰描绘基层领导干部担当作为对下属基层干部担当作为的“涓滴效应”;深刻剖析基层领导干部担当作为“涓滴效应”的实现路径与积极情境,科学论证了基层政府组织中集体担当作为的现实可能与基层领导干部担当作为的时代价值。
Collective taking-charge behavior has become an endogenous impetus driving the continuous reform and innovation of grassroots government organizations, achieving a positive response to the construction requirements of high-quality cadres in the new era. Given that leaders play a crucial role in the shaping of their subordinates’ attitudes and behaviors, this study aims to elucidate those mechanisms through which the effects of the taking-charge behaviors of grassroots leading cadres may trickle down to various management levels in grassroots government organizations. Drawing on behavioral public administration perspective and self-determination theory(SDT), this study constructs a moderated mediation model to investigate the trickle-down effects of the taking-charge behaviors of grassroots leading cadres. To do this, we propose two psychological mediators to clarify the underlying mechanisms: felt responsibility for change and risk-aversion preferences. The quality of leader-member exchange(LMX) is expected to influence the sensitivity of grassroots cadres to the taking-charge behaviors of their direct supervisors. Hence, this study proposes that the quality of leader-member exchange(LMX) is a boundary variable to understand the interplay of the taking-charge behaviors of grassroots leading cadres and the psychological mediators.A multi-method design combining a survey(study 1) and an experiment(study 2) was constructed to test the conceptual model. Specifically, for a two-wave survey leader-subordinate matching data were collected from 537 grassroots cadres and their direct supervisors(132 grassroots leading cadres). Structural equation modeling technique was employed to test the hypotheses about mediation and moderation, while bootstrap analysis procedures were used to test the moderated-mediation relationships. Based on a 2×2 between-subject design in the experiment, participants were randomly allocated to one of four treatment arms:(a) high leaders’ taking charge, high quality leader-member exchange(LMX);(b) high leaders’ taking charge, low quality leader-member exchange(LMX);(c) low leaders’ taking charge, high quality leader-member exchange(LMX);and(d) low leaders’ taking charge, low quality leader-member exchange(LMX). ANOVA results showed that the taking-charge behaviors of grassroots leading cadres and the quality of leader-member exchange(LMX) positively interacted to shape the taking-charge behaviors of their immediate subordinates.Consistent with our predictions, the results reveal that both felt responsibility for change and risk-aversion preferences mediated the trickle-down effects of the taking-charge behavior of grassroots leading cadres. Meanwhile, the results show that the quality of leader-member exchange(LMX) not only positively moderated the relationships between the taking-charge behavior of grassroots leading cadres and the two mediators(i.e., felt responsibility for change and risk-aversion preferences), but also positively moderated two indirect relationship between the taking-charge behaviors of grassroots leading cadres and the taking-charge behaviors of their immediate subordinates. Collectively, the findings guide us toward a better understanding of the trickle-down effects of the taking-charge behaviors of grassroots leading cadres on their immediate subordinates, which are rooted in self-determination theory. Furthermore, this study sheds light on the underlying psychological mechanisms that link the taking-charge behaviors of grassroots leading cadres and the taking-charge behaviors of their immediate subordinates by revealing the mediating roles of felt responsibility for change and risk-aversion preferences. In addition, this study contributes to a detailed understanding of how the taking-charge behaviors of grassroots leading cadres and the quality of leader-member exchange(LMX) jointly influence their immediate subordinates’ psychological mechanism of taking charge. Accordingly, the findings provide some implications for practitioners about how to promote taking-charge behaviors among grassroots leading cadres in the new era.
