摘要
乡村振兴背景下村民社会信任流变及提升的基本路径对乡村善治有重要的参考意义。在对村民社会信任于同质性生活环境和血缘地缘关系网的源起进行分析基础上,总结出社会转型期乡村出现的乡土普遍信任—特殊信任传统结构下的裂变趋势。运用扎根理论质性分析方法,通过对访谈资料的总结和模型建构发现,当前村民社会信任呈现以血缘地缘关系为基点、乡规民约为行动逻辑和干群信任再塑的积极导向,同时由于受到利益和心理疑虑的冲击,出现以传统乡规民约为代表的内生性约束机制弱化、乡村法律实践缺乏融入路径等诸多难题。因此,未来需要统筹乡村治理的积极要素,传统优秀乡村文化对乡村社会关系的强化作用;形成以乡规民约为内核,法律外在约束的乡村社会信任二元机制;也要注重村内舆论对村民互信的引导,注重村民内在品德的提升,从整体上推进村民诚信体系建设。
The basic path of villagers'social trust change and improvement under the background of rural revitalization has important reference significance for good governance in rural areas.On the basis of analyzing the origin of the villagers'social trust in homogeneity living environment and the relationship network of blood and geographical,this paper summarizes the general trust of the countryside in the rural transition period—the fission trend under the traditional structure of special trust.Using qualitative analysis method of grounded theory,and through the summary of the interview data and model construction,we found that the villagers present social trust is based on consanguinity geopolitical relations.the township regulations and people's agreements as the action logic and the reshaping of the cadres'and the masses'trust.At the same time,due to the impact of interests and psychological doubts,there are many problems,such as the weakening of the endogenous constraint mechanism represented by the traditional township regulations and people's agreements,and the lack of integration path of the township legal practice.Therefore,in the future,it is necessary to coordinate the positive elements of rural governance,and the strengthening effect of traditional excellent rural culture on rural social relations;forming the dual trust mechanism of rural society with the rules and regulations as the core and the external constraints of law.We should also pay attention to the guidance of villagers'mutual trust by public opinion in the village,pay attention to the improvement of villagers'internal moral character,and promote the construction of villagers'credit system as a whole.
