摘要 发展市郊铁路可满足城市功能需求和城市轨道交通系统需求,北京市既有运营、规划市郊铁路均以利用既有国铁线路改造模式为主。在阐述北京市郊铁路已运营的4条线路现状和客流数据的基础上,分析北京市郊铁路规划建设具有集约廊道、优化换乘、票制多样化、专用站房及站台候车等特点。针对市郊铁路在运营服务水平、站城融合、交通衔接、标准体系、审批机制等方面存在的问题,提出北京市郊铁路未来发展的思路及建议,应以政策机制为保障、制定具有本地特色的标准体系、优化项目审批模式、盘活既有铁路资源、推进站城融合、真正实现“四网融合”,完善综合交通体系,优化城市空间布局结构,实现非首都功能疏解以及京津冀地区的交通一体化。 The development of suburban railways can meet the demands of urban functions and the urban rail transit system. The existing operation and planning of suburban railways in Beijing are mainly based on the transformation mode of existing national railway lines. According to the current situation and passenger flow data of the four lines, this paper concluded that the planning and construction of Beijing suburban railways is characterized by intensive corridor, optimized transfer, diversified ticketing system, and special waiting station and platform. Besides, this paper proposed suggestions for future development of Beijing suburban railways in view of the problems in operation service, station-city integration,traffic connection, standard system, and approval mechanism. Policy mechanisms should be guaranteed to formulate standard systems with local characteristics, optimize project approval mode, and revitalize existing railway resources,thereby promoting station-city integration and realizing the integration of four networks. Finally, the comprehensive transportation system should be improved to optimize the urban spatial layout structure, relieving Beijing’s non-capital functions and realizing the traffic integration of the Beijing-Tianjin-Hebei region.
