摘要
“以案促防”的理念源于现代犯罪预防学当中的对“犯罪机会”的预防。犯罪行为的发生必须同时具备三个基本要素,即犯罪动机、犯罪能力和犯罪机会,而犯罪机会的预防是“犯罪预防”的核心所在。通过对各类已发案件进行剖析,从中找到各类案件发生的共性特点和成因,倒推出公司在管理制度和程序、安保软硬件的缺失和薄弱点,有效的加以改进和堵漏,减少犯罪的各种制度、环境的客观存在条件,从而有效的减少犯罪。
“Case-based Prevention”concept stems from the modern crime prevention in the middle of the “Crime opportunity”prevention. The occurrence of criminal act must have three basic elements at the same time, namely, criminal motive, criminal ability and criminal opportunity, and the prevention of criminal opportunity is the core of “Crime prevention”. Through the analysis of all kinds of cases that have occurred, the common features and causes of the occurrence of all kinds of cases are found, and the deficiencies and weaknesses of the company’s management systems and procedures, security software and hardware are deduced backwards, so as to effectively improve and plug up the leaks, reduce the various systems of crime, the objective existence of the environment conditions, so as to effectively reduce crime.
