经济学将技能界定为一种人力资本。技能投资的行动选择、技能错配以及技能与产业创新之间的关系是技能经济学关心的主要议题。经典社会学多将技能置于劳动关系结构中来分析,认为技能既是劳动者谋生的工具,也是其对抗资本控制与剥削的武器。事实上,技能依附于劳动者个体,却带有强烈的社会公共品色彩。技能既是劳动者谋生的工具,也是国家经济增长的引擎;既是劳动者社会地位获得的载体,也是国家获得竞争优势的驱动力。技能形成是一种人力资本投资选择,也是社会融入的一种努力。技能形成政策是一种经济政策,也是一种社会政策。技能社会学注重分析人力资本理论作用的社会基础,讨论权力配置、组织关系以及社会保护机制对技能形成的影响。
Skill are defined as a type of human capital by economics.Skill investment,skill mismatch,and the role of skill in industrial innovation are major topics of skill economics.In classical sociology,skill is placed in the structure of labor relations to analyze.Skill is considered a tool for workers to earn a living and a weapon against the exploitative control of the capital.In fact,skill is attached to individual workers,but have a strong flavor of public social goods.Skill is not only a tool for workers to earn a living,but also an engine for national economic growth;it is not only a carrier for workers to obtain social status,but also a driving force for national competitive advantage.Skill formation is a human capital investment option and an effort to social inclusion.Skill formation policy is an economic policy as well as a social policy.The sociology of skill focuses on analyzing the social basis of the theoretical role of human capital and discussing the impact of power allocation,organizational relationships and social protection mechanisms on skill formation.
