摘要
智慧农业是中国农业实现高质量发展的重要方式。当前中国智慧农业建设取得初步进展,但还存在政策规划不完善、自有技术不足、企业参与度不高、信息化发展不充分等问题,制约智慧农业发展。美国、日本、欧盟等发达国家和地区的智慧农业发展较为充分,在技术创新与推广、资金投入、人才培养等方面已形成了详细可持续的智慧农业政策规划,建立了全产业链的农业数据协作平台(如WAGRI)、高效可持续的产学研用协同创新网络(如EIP-AGRI)以及细化多元的金融支持体系,同时企业已经成为智慧农业发展的主力军。本文结合中国智慧农业现状及问题,总结并分析了美国、日本、欧盟等发达国家和地区智慧农业发展的逻辑与典型经验,凝练出解决现有困境的路径方法。
Smart agriculture is the most important way to help China achieve its high-quality agricultural development.Nowadays,the construction of smart agriculture in China has made preliminary progress,but there are still some problems restricting its development,such as imperfect policy planning,the shortage of self-control technology,insufficient enterprise participation,insufficient information construction and so on.However,the development of smart agriculture in the United States,Japan and Europe is comparatively perfect.They have formulated sustainable and detailed plans,in terms of the innovation and application,capital investment,talent training,etc.,to support its smart agriculture development comprehensively.They have formed the agricultural data collaboration platform for the entire industry chain(such as WAGRI),the efficient and sustainable industry-university-research collaborative innovation network(such as EIP-AGRI),detailed and diversified financial support system.Meanwhile,enterprises have already become the main force of their smart agriculture development.Combined with the current development status and problems of smart agriculture in China,this paper summarized and analyzed the logic and the typical experience of developed countries and regions such as the United States,Japan and Europe in the process of developing smart agriculture,then proposed paths and methods of solving existing problems.
