摘要
提高依法行政能力,做好林业行政执法工作,对依法治林具有重大意义。面对林业系统机构改革、执法信息化的新形势,林业行政执法目前存在执法力量比较薄弱、信息化发展较缓慢、人员综合素质有待提高等问题。针对这些问题,文中结合浙江省林业执法现状,从信息化发展、执法体制机制、执法人员素质方面分析原因,提出优化林业执法制度环境、健全林业行政执法体制、提升执法人员综合能力、推进执法数字化改革等建议,以期为进一步提高林业行政执法能力、推进依法治林提供参考。
It is of great significance to improve the ability of administration according to law and do a good job in forestry administrative law enforcement.In the face of the new situation of forestry system reform and law enforcement informatization,there are some problems in forestry administrative law enforcement,such as weak law enforcement force,slow development of informatization,and the comprehensive quality of personnel to be improved.Based on these issues and combined with the current situation of forestry law enforcement in Zhejiang Province,this paper analyzes the reasons from the aspects of information development,law enforcement system and mechanism,and the quality of law enforcement personnel.Suggestions such as optimizing the environment of forestry law enforcement system,perfecting the forestry administrative law enforcement system,improving the comprehensive ability of law enforcement personnel and promoting the digital reform of law enforcement are put forward to provide reference for further improving the ability of forestry administrative law enforcement and promoting forest management according to law.
