摘要
基于2006—2019年30个省份的面板数据,从知识创新和技术创新两方面构建区域创新政策绩效评估指标体系,在利用熵值法测度各区域创新政策绩效基础上,运用耦合模型和变异系数具体分析各区域知识创新和技术创新政策耦合协调实施效果,以及各区域创新政策耦合协调总体差异变化。研究发现:①区域创新政策绩效不断提高,其中以江苏为代表的部分东部省份创新政策实施效果最佳;②四大区域及各省份间的创新政策实施效果差异显著,东部地区政策运行效果远超其他区域,个别省份在积极赶超且存在较大的进步空间;③得益于国家宏观调控政策和区域协调发展战略的引导,东部地区的区域创新政策耦合协调运行效果稳居第一,省份间的创新政策耦合协调运行效果远不及四大区域间的效果;④创新政策应注重促进不同创新主体的协同发展,避免因过度倾斜而导致政策耦合运行不理想。
Based on the 2006—2019 provincial panel data of 30 provinces in China,a regional innovation policy performance evaluation index system was specifically constructed from knowledge innovation and technological innovation.On the basis of using the entropy method to measure the performance of innovation policies in each region,the coupling model and coefficient of variation are used to specifically analyze the implementation effects of the coupling and coordination of knowledge innovation and technological innovation policies,as well as the overall difference changes in each region.The research shows as follows.①the performance of regional innovation policies in China has been continuously improved,and some eastern provinces represented by Jiangsu have the best implementation effects of innovation policies.②Four major regions and provinces in China have significant differences in the implementation effects of innovation policies.The effects of the policies in the eastern region far surpass those in other regions,while individual provinces are actively catching up and there is greater room for improvement.③Thanks to the guidance of national macro-control policies and regional coordinated development strategies,the effect of coupling and coordinated operation of regional innovation policies in the eastern region steadily ranks the first,and the effect of coupling and coordinated operation of innovation policies between provinces is far less than that of the four major regions.④Innovation policies should focus on promoting the coordinated development of different innovation entities,avoiding unsatisfactory policy coupling operations due to excessive tilt.
