摘要
运用政策网络理论对我国互联网医疗政策执行困境进行分析,结果发现存在政策社群和府际网络之间衔接不畅、府际网络之间存在执行偏差、生产者网络内部结构松散、议题网络与生产者网络存在信任危机、专业网络和政策社群存在价值对立等问题。基于此,建议统筹顶层设计与地方实际,完善互联网医疗政策体系,重塑生产者网络内部结构,提高互联网医疗市场门槛,完善相关行业法律法规,从而推进我国互联网医疗的顺利发展。
Using the policy network theory to analyze the implementation dilemma of China's Internet medical policy,this study found that the policy had some problems,such as poor connection between the policy community and the Intergovernmental network,implementation deviation between the Intergovernmental network,loose internal structure of the producer network,trust crisis between the issue network and the producer network,and value opposition between the professional network and the policy community.It is suggested to improve the top-level design and local reality,improve the internet medical policy system,reshape the internal structure of the producer network,raise the threshold of the internet medical market,and improve relevant industry laws and regulations.
