摘要
政府官员作为国家治理最核心的一部分,其精神内核对国家行政管理目标的实现具有重要影响。通过梳理相关文献发现,已有研究大多基于公共选择理论框架下对其行为逻辑进行分析、解释并展开实证检验,严重忽略了传统文化对于官员精神内核形成的影响作用。基于此,通过使用2000-2018年219个地级行政区面板数据,定量检验了传统文化对官员的实际影响,研究结果显示:中国政府官员深受传统文化和红色精神的影响;中国的红色革命精神吸收了传统文化的精髓;传统文化和红色精神对发达地区的影响相较于欠发达地区有待加强。因此,建议未来学术研究使用“社会人”假设来研究官员的有关行为,同时政府要加强发达地区传统文化和红色精神的宣传和教育。
As the core part of national governance, the spiritual core of government officials has an important impact on the realization of national administrative goals. Through combing the relevant literature, it is found that most of the existing studies analyze and explain their behavioral logic and conduct empirical tests based on the theoretical framework of public choice, seriously ignoring the impact of traditional culture on the formation of the spiritual core of officials. Based on this, the panel data of 219 prefecture level administrative regions from 2000 to 2018 are used to test the actual impact of traditional culture on officials. The empirical results show that Chinese government officials are deeply affected by traditional culture and the red spirit;China’s red revolutionary spirit has absorbed the essence of traditional culture;The influence of traditional culture and red spirit on developed areas needs to be strengthened compared with less developed areas. Therefore, it is suggested that future academic research should use the “social person” hypothesis to study the relevant behaviors of officials, and the government should strengthen the publicity and education of traditional culture and red spirit in developed areas.
