摘要
南水北调工程是我国重大基础保障工程之一,确保工程安全、供水安全、水质安全尤为重要。南水北调中线工程的安全管理层级分为中线有限公司、分公司及现地管理处三级。文章从现地管理处安全管理的角度出发,辨识管理范围内的风险,采用风险矩阵分析法和作业条件危险性评估法进行分级。确定了现地管理处目前的风险等级,根据风险等级制定相应的管控措施。文中成果可为其他工程管理单位,尤其是跨区域调水工程的现地管理安全管控工作起到积极的借鉴作用。
The South-to-North Water Diversion Project is one of the major basic guarantee projects in China,and it is particularly important to ensure the safety of the project,water supply and water quality.The safety management level of the Middle Route of South-to-North Water Diversion Project is divided into three levels:Middle Route Limited Liability Company,Branch Company and Local Management Office.In this paper,from the point of view of safety management of local management office,the risks within the management scope are identified,and the risk matrix analysis method and the risk assessment method of operating conditions are used for classification.Determine the current risk level of the local management office,and formulate corresponding control measures according to the risk level.The results of this paper can be used as a positive reference for other project management units,especially for in-situ management and safety control of trans-regional water transfer projects.
